The Minister of Communication, Digital Technology and Innovation, Samuel Nartey George, has warned that any person who shares, rebroadcasts, or redistributes illegal material linked to Russian national Vladislav Liulkov will be prosecuted under Ghanaian law.
On Wednesday, February 18, 2026, the Minister emphasized in a press conference that the government is treating the matter as a serious cybercrime case. He further explained that Ghana’s digital privacy and cybersecurity laws make it illegal to record, share, or distribute private content without the consent of the individuals involved.
“Any individual, including Ghanaian citizens, who has shared, rebroadcast, or redistributed the illegal material is accountable for prosecution under the laws of Ghana,” he cautioned Ghanaians.
However, the Ghanaian government has started legal processes to prosecute the Russian national in absentia over the leaked intimate footage scandal involving Ghanaian women, should extradition from Russia prove impossible.
The Minister also revealed that the Cyber Security Authority, in collaboration with the Ghana Police Service and other agencies, is preparing a docket specifically for prosecution in absentia in Ghanaian courts.
He further explained that, due to the absence of an extradition treaty between Ghana and Russia, and provisions in the Russian Constitution that prohibit the extradition of Russian citizens, the government has been compelled to work with INTERPOL to secure an international arrest warrant.
According to him, such a warrant would effectively restrict the suspect to Russia. “The moment he steps outside Russia into any other country, he will be arrested to serve the sentence,” he stated.
The ministers reaffirmed the government’s firm commitment to justice and to protecting victims. Mr. George noted that the suspect allegedly recorded private encounters without consent and monetized the content online through cryptocurrency payments.
He added that Ghanaian authorities have formally briefed the Russian Ambassador, who confirmed that the alleged acts also constitute criminal offences under Russian law.
The Minister of Gender, Children and Social Protection, Agnes Naa Momo Lartey, also reiterated the government’s resolve to pursue the case to its logical conclusion.
“The assurance we are giving all Ghanaians is that nobody will violate any Ghanaian citizen and go scot-free. We are going to pursue this matter fully, and that is the charge His Excellency John Dramani Mahama has given us,” she said.
